So it's run my 3 people and they never been lifted before

What happens if a 12 year old gets caught shoplifting? Usually nothing, a tongue lashing, a stern lecture, turn the kid over to their parents, that about covers it.

Once in a blue moon the police might be called, an appearance in juvenile court, another lecture, as I said, usually nothing. But, the 12 year old eventually turns 13, 14, etc...keeps doing it, and ends up in prison.
