Question: What does this part of child custody orders mean? "Each phase must be completed in full on the requisite number of scheduled periods before advancement to the next phase."

Long story short, my husband found out he has a son in January, he has stair stepped visitation. The mother hasn't shown up to two of the visits. The first because she wanted to get clarification on when the visits started. The second because "her grandmother was in the hospital." He is obviously not enjoying the "supervised" visits as she makes them as miserable for him as she possibly can. We just want to make sure that he is not going to be penalized because of her misses. Today should be his last "supervised" visit. But we think she may be up to something as she had an appointment with her attorney last week. So far she has not followed the orders at all.

If she has an attorney, your husband needs an attorney.
If he doesn't have one, whatever she may "be up to" she'll eventually accomplish.
Each time she fails to honor the order, he needs to document her failures.
Most people keep a notebook to document each visit, proper or improper actions.

You can't just pull one sentence out of a visitation order.

The NCP never really gets "penalized." A NCP doesn't even have to utilize visitation but when they want it the CP has to make it happen. So if he's showing up and she's not showing up he needs to file contempt in court because she's not allowing him visitation.

Why isn't your husband on here finding out answers himself?

All he can do is file contempt for her not following the order but we don't know what the entire thing says either.
 
If Mom is calling Dad and saying 'Junior can't make it this week' and Dad says 'Okay', then that is ALL on him. Mom is not in contempt if he acquiesces. However, if he is telling her that he will be present for the visitation and shows up at the location and Mom doesn't, then it's potentially contempt. Only a judge can say for sure.
