wants custody of baby sister

I currently live in Connecticut, but my 13 month old Sister lives in RI, and im trying to find out what my rights are. My sister was taken away from my mother, who has a history with DCYF. When they took her they said i couldnt take her at that moment because i am out of state. What can i do, to get her in my custody. I am 22 years old, with a full time job and my own apartment. i am very well capable of caring for her.

please help me

You need to speak with a lawyer.
Your situation is complicated, because your sister lives in another state.

Your heart and motives are pure, but that isn't always enough.

Speak with DCYF in RI.

You might get temporary emergency custody. That doesn't mean you will, but let them know you want care for your sister and love her. That might be enough for them to listen to you.

Let them know you can afford to care for her and aren't asking for any assistance. (If that is how you feel.)

My sisters bio father is not in the picture. He is not stable or fit to take care of her. However, my father has been there since day one taking care of her with my mother. She was taken cuz my mother had a dirty urine and with previous dcyf cases in the situation.

Are there free lawyers that will help with this situation? If so how do I find them? And should I get a RI lawyer or a CT lawyer!

I will tell you that the chances of RI allowing a child in their care to be placed outside their Jurisdiction is VERY SLIM. Is there anyway you can move to RI?
 
Who is the baby placed with now? I agree you being out of state makes it virtually impossible for you to get this child. DFYS is not going to transfer jurisdiction to your area. They will just place the child with a local family or relative. It is very doubtful an attorney is going to take this pro bono as it is an interstate case. If you want the baby bad enough move..but if the baby is already placed with someone that might not happen anyways.
 
The baby is not placed with another family and I have an aunt trying to get her placed there. However with the placing outside of jurisdiction both me and my brother were placed in ct with family and then my brother was placed in mass. So I do know it is possible to do.

What was possible then, in those circumstances, is not necessarily "possible" now in these.
