My friend got married to his longtime GF in the US not knowing that his marriage in the Philippines is legitimate'
so he now filed for divorce and was finalized.
My question is, is his marriage in the us legal?
or should they get married again for her to petition him?

The marriage to his US based spouse is probably valid, but better safe than sorry.
Technically if things were as you described, bigamy could have become an issue.
The divorce, likely extinguished any issues.

It isn't illegal to marry your spouse every day.

Therefore, if remarrying each other makes your pal and his spouse feel better, why not?
Heck, they could even have a nice weekend in Vegas or Reno, or simply step on down to their local (CA) marriage official.
