That said, no one is mandated to answer a question.

Did they ask for an Identity Protection Pin or (F)EIN? If the former, then likely a scam since that number is never supposed to shared with anyone. If you mean they asked for EIN on an application, then likely you were doing business with the company.

The IRS never calls to communicate. Its all done through USPS in writing.

Yes, it was too broad, but in the context of OP's post, I did not think this PIN request would be part of something ongoing with the IRS since it was a foreign company that requested it.
