Changing schedule to eliminate overtime

My employer has started an underhanded game. Let's say I work 2 hours over today. Normally at the end of the week, after I have worked my normal schedule, this would give me 42 hours in the week, meaning 2 hours overtime. But what they are doing is having us come in late (or leave early) one day later in the week so we only end up wtih 40 hours. Is this legal?
