Who claims the baby on taxes????

Our daughter is pregnant and is a minor (will be 16 at the end of this month). She is not working and we claim her on our taxes, but who will claim the baby? Does she need to file a return even though she's not working and claim the baby on her return? She will be living with us and the father of the baby is not in the picture. Any help would be appreciated.
