What do I do if executor didn't do his job?

It's been 2 years since my mother passed. I trusted my brother to take care of everything. He didnt. I just got a tax bill for her house and if not paid it will be auctioned off. Nobody wants the house. She had cc debt and medical bills. He didn't take care of anything.

I'm thinking he took care of one very important thing, he robbed a dead woman.
