Can a officer give you a warning for failure to yield. Then state that if you don't advise your insurance company that you was as fault. I'm going to write you a ticket for failure to yield and your going to be in more trouble.

He can STATE a great many things ... whether he can actually follow through on this threat within the law or agency policy is another thing. You can certainly bring this up to the agency's administration if you wish.

An officer can, after the fact change a warning ticket to a citation. Don't bite the bearer of a gift. He simply wants you to establish liability while cutting you some slack.

Admitting culpability or guilt to anything, without a finding by a court of law, is sheer stupidity.
You, as are all of us, are entitled to DUE PROCESS.
