If a vehicle is titled to two people, and registered and insured to only one of those people, who does it legally belong to?

The vehicle is OWNED by the names on the title.
Nothing else matters, just the name(s) on the title.

So if those two people go their separate ways, and are not married, who keeps the vehicle?

They each own the vehicle equally. Most people work it out, one often buys the other out. If not, one moans and groans, because the sneakier one snags the car. That's the very reason you shouldn't do that.

Married people, when divorcing, settle it in the divorce, but someone feels screwed. One of you will feel screwed, too.
