Union Contract Question

I need some feedback on what this sentence in a contract means. I have gotten different answers by the Union and the employer. This is what it states, word for word.

" The classification stewards shall have super seniority during his/her terms of office, including seniority for layoffs."

Now the one thing that keeps being said is, "What was it used for in the past?". Answer, "Never been used, was put in there just in case".

Does this just state, for layoffs only. Or partial layoff (hrs. cut down so as not to have senority in hrs.) And does it also state super seniority when a classification stewart loses the hours to be able to hold that classification stewards job or not?

Here's my feedback:

It's extremely difficult to look at a single sentence taken out of context from a document one has not read, and try to fathom the intent of the authors.
 
This is in a contract under section 4 Limitation of Steward Authority. This sentence was E. Nothing else with it. Nothing else in contract refers to this in any which way or form.
 
In order for us to really give you some advice, we need to see the entire contract. An extract of anything you try to add in sections will not help. It seems like you don't want to reveal details due to compromising your position so my best suggestion is for you to consult with an employment attorney so you can have the clarification you need.
