Triborough Amendment Question

My question is about the Triborough Amendment to the Taylor Act. Our union and Board of Education just agreed to a new contract this week after not having one since July 1st. We went up one step on the salary scale as per the Triborough Amendment. One step on the salary scale has gone down since the ratification of the contract. The business administrator has informed us that we must pay back the difference that we were overpaid. We sign a Salary Agreement each August and obviously it is for the higher amount. My questions are: Is there anything in the Triborough Amendment to address this situation? Is the signed Salary Agreement legally binding? Can they legally dock our pay for this difference?
