Subliminal Harrasment

My previous employeer used subliminal harrasment & I resigned.Is their a law against this? I currently am looking for new employment in my same feild & my old employeer is giving information out of my personl file which I thought was supposed to be confidental?I have signed a non compete and am not supposed to soliciate any customers, can I call old customers fot the purpose of letter of recommendation?

And what the heck is "subliminal harrassment" anyway? What, in fact, were the actions/words that you considered "harrassment"?
