The workplace is an airline. The vacation policy is you earn a certain amount of vacation time at your anniversary with the company, but you don't get the time until Jan 1 the following year. In other words, the amount of vacation time you get this year is based on how long you have been with the company as of your anniversary last year. OK, so far.
The manager in one city requires the employees to bid for vacation time at the beginning of the year. What that means is you start with the highest senior person and they pick the weeks off they want. Then the next senior person picks the weeks they want, and so on down the line. The catch is, you can only have 2 people off per day. But, that means that all of the days in the year were taken with still about 20 people left. So they go on standby vacation, which means if someone cancels their week, they get it. (or gets fired, quits, etc.)
The problem is you can only roll 2 weeks into the next year. If you don't use the time over 2 weeks, you loose it. Now here's where it seems to boarder on illegal - apparenlty the manager went over budget and needs to cut hours, so he's offering undertime for days at a time, meaning you take a week or two off unpaid. But, those that are on undertime in that week still eat up a vacation slot. So since we have someone out for the week on undertime, he won't grant a vacation slot.
He is honoring vacation that was bid for, but if a week opens up, and someone has overtime, then someone else is not able to then use the week as vacation. So in the end some people stand to loose earned vacation time.
