Is it illegal to hold students after the final bell? Because my school is starting to hold students back. car riders dismissed at 3:00 (when we are released) bus riders 3:05 and walkers 3:10.

I suggest you start by asking the principal about your concerns.
You would then be free to speak to the superintendent, if you aren't satisfied after your discussion with the principal.
If you still remain unsatisfied after speaking with the superintendent, you are free to attend a school board meeting, ask that you be allowed to address the board and share with them your concerns.
Your concern isn't a legal one, YET.
It appears to be more related to better understanding a particular school policy.
That's how I would address it anyway.
