Can my employer, who hired me for customer access, decrease my salary by 45% without notification. I brought the customers to him that I promised.

He also did not supply the promised support network. My new business sales suffer.

Barring a bona fide, legally binding contract or CBA that says otherwise, your employer can reduce your compensation on a go-forward basis, but not for time that you have already worked.
