Who can we contact and how do we go about reversing an adoption of a RAD 13 year old with severe emotional issues and behaviors that threaten the rest of the family with young children that is free or affordable for a family with limited income and resources.

You can't reverse an adoption. Once it goes through, that is legally your child just as much as if you had given birth.

If the child is a danger to his siblings, you can contact child services about the behavior.

If you avoid reporting the violence perpetrated against his siblings, and a sibling dies, gets maimed, or seriously injured; you could lose ALL of your children.

Get child services involved ASAP, there are remedies and help available to keep the other children safe and alive!!!!

You do whatever you would do if the child had not been adopted. You can't reverse the adoption. Depending on the severity of the behavior, you get the child counseling, contact child services or in some cases possibly contacting the police would be necessary.
