relinquishment of adopted child

has anyone else dealt with trying to relinquish an adopted child? My husband and I adopted a girl who turned out to be violent towards our special needs son and she is now back in care but DSHS refuses to allow us to relinquish even they agree it isn't safe for her to come home. We believe that its financially motivated to keep us on the hook. We could sure use some advice.

Once you have completed the adoption process, you are the new parents. You cannot return to sender the child. If the state were to assume custody, expect to pay the full expenses incurred for the childs care.
