Promised money and still haven't seen anything....

Back in October I was promoted and both my Manager and I signed a letter that was sent to our corporate office including my new pay rate. Since then I have not been paid my new hourly rate nor have i gotten my commissions as promised. Each month there is a new excuse on why i have not received my compensation. Is this legal? As of right now they own me around $4500 since October for both commission and back pay.

Please Help!
 
Pay raises are not required by law. Unless there is a bona fide, legally binding contract that guarantees a pay raise at a particular time, you get a raise when your employer decides to approve it.
 
Not if your manager is not the one that makes the final decision. His recommendation is not a contract. In any case, barring a bona fide and legally binding contract that expressly says otherwise, back pay for a delayed increase is NEVER required by law.
