Problem with my colleague at the office

W have Ac in the office but nowday it is not so hot her (MA-USA) so we do not need any AC and myself and another colleague have cold.
The problem is that one of our colleague is keeping the AC on set on high.
I do not know how to talk to her to tell to her that there is no need of AC and she is dress like is winter in the office, so it is cold for her too.
I do not want to offense her but is really not need and we can save energy.
The problem is that she is a very difficult person and none want to tell to her something that is in contradiction with what she is doing or she is saying.
Please help me with this.
 
This is entirely an internal matter. It is not illegal discrimination or harassment. There is no legal point involved here.

You can talk to whoever is responsible for operations at your company, but the plain fact is that this is not a legal matter.
