I was hired permanent part time ( not seasonal) and I am only getting 4 hrs a week, is this legal? I wanted to go in working at least 12-15 hrs a week

Nothing illegal about your hours. No legal requirement that mandates you a minimum number hours to work weekly.
If you dislike what you're working, QUIT.

It's legal unless you have a binding employment contract guaranteeing you a certain amount of hours a week.

The minimum number of hours a part time employee can be scheduled for is zero.

As Betty said, unless you have a legally binding and enforceable contract that guarantees you a specific number of hours per week, you are entitled to exactly as many hours as your employer wants to schedule you for - no more and no less.
