On call compensation

I am employed by a wholesale heating and a/c parts distributor in the St. Louis Missouri area and on occasion employees are required to carry a cell phone for after hours service. I am a hourly employee and if the need arises for me to go to the store for a client, I am compensated with a flat rate. I am not required to be at the store in a specific time frame, its between me and the customer. With that in mind I am not able to leave the area because I have to respond within a reasonable time frame. When a client calls me I must first answer the call, find out what is needed, use my own computer to find out if the part is available, then make a 2 hour round trip, not including the time spent with the client at the store.

My question is, am I working for my employer the moment I answer the telephone and should I be compensated from that point until I return home?
