Not filing taxes to evade accumulated child support

My ex did not file his income tax this year to avoid the IRS from intercepting his refund to avoid paying past child support is there anything I can Do?

No, there is nothing you can do. He cannot be forced to file a return, plus no guarantee it would show a refund anyways if he knows he owes child support he can manipulate the return anyways to show very little refund.
