Need to know next step

Here is a situation that I would like some direction on. We know of 2 young girls who have been taken out of their home by CPS. They are currently with a cousin, but she is having difficulty with her own children. The birth mother has indicated that she would be willing to 'sign off rights' to these children. My husband and I would be willing to adopt these girls. I just need to know what the next step should be.
 
First of all you need to contact the CPS case worker. It is up to CPS on where the kids go and not mom. The kids are wards of the state now. Moms wishes are powerless. Where is the dad? There is a dad somewhere and CPS likely is going to try and find him also for placement.

CPS is not going to just allow anyone to take in these girls or adopt. They are wards of the state for now. Since you do not appear to be a relative, CPS is going to likely place the girls in a licensed foster home. You will have to probably get licensed and pass a home study as well. It is doubtful CPS is going to consider you unless the current placement is not working out.
 
The father of the first child has passed away, and the father of the second child has already relinquished his rights to the baby.
 
Unless the current foster family does not want the kids, unlikely you will ge them. CPs is not going to listen to mom because she does not take care of her kids anyways it appears, hence why they are in CPS custody.
 
The process can vary by state. Typically, the best way to negotiate these waters would be to hire an attorney.
