Need Help With Divorce

my boyfriend wants a divorce after 4 years,and she won't go to parenting classes,and the state requires that both parents must attend,and she refuses to take them. If anybody has any information about this please help
me out.

We live in Delaware,and th state requires you both parents take parenting classes in order to get a divorce. Anyway He took parenting class 'but she refuses to take the class,and its been 4 years now.

no He hasn't started a divorce yet because He was told He could not
get one unless they both go to parenting classes. He did his classes 'but she refuses to go. delaware requires both parents take them before they can get a divorce.

Who ruled that parenting classes be taken? If a Judge then a contempt filing might be in order

In Delaware, the law states that both parents MUST take state approved parenting classes before the divorce will be prosessed and she will not take them. So the first time the divorced was filed she would not take them so after 1 year the case was closed.
