Maryland recognizes both a partial and a complete emancipation of a minor. Which is it? Was it court-ordered or simply the permission of a parent to move out? What was the basis of the emancipation?
All of these things can have an effect on the answer to your question.

They can't play the lottery if they aren't 18...so...how are they 'winning" the lottery? Someone over 18 would have had to buy the ticket. If they are 18 or older, they would be at the age of majority (in most states) anyway. I would guess if you are talking about legally emancipated minor it's someone under 18. Sounds like the one over 18 who bought the ticket is the one who can redeem it. Or someone over 18.
