Legal Responsibility for property in divorce

All,
My mother was recently divorced and the judge determined she will be given the car and the ex-husband the truck. He has also ordered she will remain 'harmless' for any legal ramifications for the truck. The car was the original vehicle in the marriage and the truck was purchased later. During the purchase of the truck the dealership 'paid' off the car ($1700) by adding the remaining amount to the loan for the truck. The dealership (in-house financing) now holds the title to both vehicles. After the divorce my mother requested the title and the dealership declined saying they cannot release the title until the loan is paid to half of the original balance.
Is the responsibility now by order of the judge solely on the ex-husband? If so why would my mother be told she can not get the title to her car?
Can the judge release my mother from the contract with the dealership since he has determined she is not to be held responsible? This is a case in Indiana.
