Legal options for name changes

I have 3 kids from previous relationships, the oldest is 11 and his father has seen him 3 times, the last time when he was 2. He pays child support when the state happens to find him and garnish his check. The 2 others have never known their father nor does the father know they are his (there are reasons that I will not go into on here, lets just say its in their best interest), so I guess my question is can I just add my husband as their father to their birth certificates and change their last name to his. And how hard would it be for me to terminate rights of my oldests father since he hasn't seen him in 9 years, no contact at all.
