Not much, except build a higher fence, or stay inside.

I think that in California there are "peeping Tom" statutes but that probably wouldn't apply outdoors, as army judge states. It's also why Dr. Oz of TV built a ridiculously high fence around his New Jersey property (which resulted in a lawsuit from a neighbor since said fence also blocked their beautiful view.)
