In the Navy and need a divorce

Tyler and Jackie were married in Minnesota (her home town) just over two months ago. They are both in the Navy and she is currently stationed overseas and he is in Texas. They have agreed that it was the wrong decision and want to end the marriage.
Is there a chance for an annulment? If not, do they need to go thru the state of Minnesota to proceed with a divorce?
They have no children, possessions or property together. What is the fastest and cheapest way to get a divorce?
