if i sign a spec.needs agreement, what happens at 19? & could i revok

Important supposed to sign a special needs agreement, the ministry wants it to begin April first 2014. If i sign, & changed my decision can it be revoked? Also, when my son turns 19 how can i keep guardianship into adulthood?????
