I would like to legally adopt my step-daughter, who is 23 years old. I have been her mom since she was four and for a variety of reasons, never pursued making it legal. Once she turned 18, I thought that it was no longer an option. I was recently told that I can still adopt her and would like information on how to do this. Thank you for your time and assistance.

Just for benefit of future readers; in many states it would not be possible. Washington is one of the few states that does have a provision for adult adoption.

Adult adoptions are possible in some states under some conditions. For example, our OP could not adopt her stepdaughter today in Alabama.
