So my job threatened to fire me if I did not apply to another organization for the summer. "If you do not apply then you will need to look for another job" that is what I was told. Is this legal?

Yes, legal and very kind of the employer to clue you in to what would have come without a clue.

Yes. I don't see where the employer is asking you to do anything illegal. You do whatever your employer tells you to do. (unless you have a binding contract to the contrary - doubtful)
