Flexible Spending Account

My employer consistently deposits monies for the Flexible Spending Accounts later and later. Currently we are up to 32 days, and still counting, after payday and the funds still have not been deposited with the administrator. Is there a legal period of time that deposits have to be placed with the administrator in Georgia?
