Evaluations and Raises

I am a teller in a Michigan Payday Advance company, and my District Manager made my manager re-do my evaluation 3 times and he still wasn't satisified, so he pretty much had an old manager of mine (from about a year ago) do my evaluation, which totally screwed me out of my raise. Can an employer go back to a previous manager who hasn't been your manager in over a year to do your review?:mad:
 
There are no laws, at all, in any state, that dictate to an employer how they must or must not handle your review.

They can have anyone they want do your review.
