Employer is changing pay scale?

My employer has a new GM. In an attempt to make things more efficient, he is proposing a few different ideas on changing the way in which my co-workers and I are paid. We are all currently on an hourly rate, but he is talking about changing to a flat-rate system in which an employee is paid per job he/she performs. His other idea is to pay us less or more per hour based on whether or not we complete 40 hours of work in a week (a dollar less per hour if we are under 40 and a dollar more per hour if we surpass 40 hours). Is any of this legal to change without the acceptance/approval of the employees? Is it even legal at all to alter a pay rate depending on the amount of work logged per week?

Yes. It's also legal for you to quit if you dislike the new policy.
