Employee with short term memory loss

We have a Manager that has been reported several times by employees because they get lost in the building and ask questions that they have already asked before. It becomes frustrating for the co-worker to respond to the same question over and over again. The employee is over 60 years of age and has been employed with our company for many years. As an employer, how do we handle this?
