Docking wages

I am working in a small silk screen print shop in Ohio. The attendance policy was posted Friday April 21, 06 which states that if an employee is more than 1 hour late for any reason, the employee will be docked 4 hours pay. This last Saturday, a fellow employee who had already worked 45+ hours for the week, was 1 1/2 hours late to work because her husband had turned off her alarm clock. She was then docked four hours pay at one and one half time for being late (in addition to losing pay for the time she was not there). Is this at all legal? It seems to me that an employee cannot be forced to work, especially at overtime, without pay for four hours.
