My job wants us to sign a paper saying that we can only speak English While we are on the Clock When we work in Hospital Cafeteria with a lot Co workers that Speak a lot different languages. And one Co-work that doesn't speak to much English. We are a Union Base job and our Union rep said they can make us sign is that true

Generally you can be required to speak English while on the job/clock (what you do off the clock is a different story) unless there is a binding employment contract to the contrary. Any recourse would be through your union. As shrinkmaster asked, why do you not trust/believe your union rep.?

Well, there you go, follow the instructions of your shop steward.

The key words here are "on the clock". They CAN require that all business be transacted in English.

Now, if they ask you to speak only English while on lunch, or break, or after work, that's a different story. But an all-English WORK environment is legal.

You can certainly request the union negotiate the right to speak any language on the job. If you give up all paid sick and vacation days in trade for the change, they might go for it.
