DFACS child keeps running away!

Back in the early part of summer, my stepdaughter, who was in the custody of her grandparents tried to commit suicide with a bottle of otc pills. DFACS got involved and now she has been tossed around the system since then. Those of you who are familiar with DFACS know what I mean! She is 15 years old and keeps running away from every place they send her. All she wants is to be with her biological mother who also wants her. But she does'nt understand the hoops you have to jump through to accomplish this. She has run away again this week and has contacted my wife, who went and picked her up to keep her off the streets and out of harms way. I need to know the options we have concerning the ramifications in all of this as well as what we can do to regain custody.Thanks
