Alcohol & Drugs: DUI, DWI declining a breathalyzer

If a person is riding in the passengers seat of a vehicle and that vehicle gets pulled over, can the passenger decline a breathalyzer test if asked to take one?
what happens if they decline the breathalyzer?
 
Absolutely. The passenger is under no obligation to take a breathalyzer test. Nothing should happen if they refuse.
 
I can't imagine why the police would even want to test the passenger.
Even the driver can decline the breathalyzer though... the police will then take a blood sample.
