Collecting fees from someone in another state

I am a Marine Surveyor in North Carolina and did a survey an a engine compression test on a vessel for a person inPhiladelphia, PA. After two letters asking for payment he has not answered. The amount is $600.00.

Do I have any recourse?????

Sure there is recourse, but most probably you will have to sue this person in his home state.
