The mother has full custody of the child.She sent the child to live with the father and his parent because she was not helping the child with her school work such as reading.She signed this form and we took it in front of a notary republic.The child has been doing better in school,her teacher has let us know that.Now the mother is wanting to pull the child back home,which is a very bad environment.She has called the child once in a month.What can we do?

It also attaches no legal authority, because mom can't sign away what the court bestowed upon her.
The standard for parenting was never that high, and seems to have fallen over the years.

We don't know why, mom couldn't help the child with school work.
We do know that one doesn't need to hold a Ph.D to be a parent, or possess an IQ of a genius.

If you're aware of child neglect, abuse, or maltreatment; report it to child protective services or the police.
Otherwise, you should return the child to the mother.
