Can I get his tax returns?

I am still his legally wife. He is dragging his feet supplying financial records. I might waive my right to them, but I would like to see his tax return before I do that in case his income is higher than I think it is. We filed our returns separately. What do I have to do to persuade the IRS to release his tax return to me?
