Can you open carry a fully automatic BB air gun in Ohio? The wording of the law says it may not be "displayed" in public, does carrying it on your back or carrying an airgun in a holster count as displaying it in public?

If it can be seen by the public then you are displaying it in public. Before you do this, if it is legal to do in your city/county I would suggest you consult an Ohio attorney who practices in the area of firearms law. Not only to find out what your state, county, and city laws prohibit, but also to find out how to deal with the very likely possibility that people who see you carrying will call the police concerned about someone with a gun, and then you end getting stopped and having to explain things to the cops.

I can't find anything mentioning airguns in the Toledo code. So I'm going to ask again what law were you referring to in your first post?
