There is NO law in the entire United States that classifies poverty as a crime.
That means, if a family can only afford a two bedroom apartment, that you (as mom or pop); require Sissy and Brother to sleep in the second bedroom wouldn't be a crime.
There might be some section 8 regulations, or other government assistance regulations that prohibit it, but the assistance granted will compensate for a third bedroom unit.
