Breach of contract by child services?

I have two sons in foster care. I have a case plan through children services and have been doing everything they have asked me. In this contract, there is a part which states that each child is allowed to call me once a week. They have been in foster care since August of 2008 and have yet to call me as the contract states. I have complained several times to the case manager and his supervisor but still no calls. I have asked the children why they haven't called. They always say the foster parent says not now we are busy, we have to leave, you have to eat now or you have to go to bed. I even talked to the foster parent and she even says the same things to me. If they aren't calling me, is that a breach of contract on the part of child services? Is there anything that I can do legally??
