I just want to ask can I annulment the marriage if I never lived with her and never consummated the marriage.
I am living outside USA now and I am a foreigner and she is a foreigner living in Maryland US.

You cannot annul a marriage for those reasons -- at least not under Maryland law.

If none of those apply, I suppose you could look into whether you could obtain an annulment under the laws of the country where you live now. If not, then you'll have to seek a divorce instead.
