Grandson is incarcerated in Florence , mother in law continuously wanted him to give his rights up giving up his minor children, he told her NO! REPLYING his children is what gave him hope! But a judge signed the adoption papers anyway. Can that be legal?

If a judge has ordered that Mr. and Mrs. Anyone Citizen are now the adoptive parents of the children that your grandson sired, that's it. The children are now the legal children of Mr. and Mrs. Anyone Citizen.

This could have occurred because your grandson was proven to be an unfit father, the mother may have lost her rights to the children, or anyone of a hundred other reasons. My guesses as to how the adoption came to be legal are far less knowledgeable than yours.

At any rate, if your grandson believes the adoption was illegal, he can certainly retain (or you can retain on his behalf) a lawyer to inquire of the court about the adoption. Rest assured, he was contacted, and knows much more than he's telling you.
