A student in Panama City was physically assaulted by his teacher for telling the teacher that he could teach the class better than he could. His mother tried twice to file charges against the teacher but,
the police department refused to file an incident report, citing that only the school police could do that. However, the school is covering it up and pretending it never happened. She also tried to get an attorney to take the case. The attorney listened to the child and then told the mother that she would get back with her, but never did. The mother called numberous times but the attorney will not return her calls.
Question: When a child has been attacked by his teacher, what entity is available in which the mother can file charges if the police and the school refuses her efforts?
